Sure, I could make UIdService, that would provide both instance wide uniqe ids 
as server/world wide ones. It needs RunData.getRequest() to initialize so this
would be handled by standard service initialization in Turbine.doGet() - no need
for extra code...

Well, all running instalations will get broken, if people update only their 
turbine.jar and don't change services.x.y=z entries in their TR.properties.
This makes me feel certain that there will be a lot of posts like:

Turbnie snapshot X worked fine but after upgrading to snapshot Y I get the following 
exception:

org.apache.turbine.services.InstantiationException ServiceBroker: unknown service 
TurbineWhateverService requested.
...
(add 30 lines of stacktrace here)

Are sure we should do that?
