The servlet container automatically detects new web applications located
in the $TOMCAT_HOME/webapps directory and creates a context for the
application. That's how WAR files work, the servlet container sees
the WAR file, expands it, and automatically creates a context.

But you can also just drop a directory structure under
$TOMCAT_HOME/webapps and it will behave like an expanded
WAR file.
