Because WebMacro is scalable, flexible, proven, and mature. Velocity 
might be that in a year, but it isn't now.

The question I guess is, does the ASF want WebMacro or do I put it 
on some other community based development server? It's under the 
Apache license, and it's further along than Velocity.
