The problem is in DefaultAccessController in the Turbine used in
TDK1.1a5. If you replace the Turbine jar with one build from latest CVS
I've fixed the problem.

(By the way I'm now working on porting the user admin stuff across as a
sample TDK app instead of being within the Turbine core code)
