I recently sent a patch (which was not accepted) to ecs due to a similar problem with 
multibyte characters to the ecs list. They have written an
alternative patch. It is in ecs cvs, but it is not integrated into turbine or tdk yet.

If the output of velocity is embedded in ecs elements, that could explain the problem. 
If it is not, forget about this mail.

The way, then, would be to test with the latest ecs from cvs to make sure, and update 
the jar in turbine if needed.
