FYI:

1.   What I mean working is:
Chinese Character in VM file can be displayed on browser.  And Chinese
Character put into context can be displayed on browser.

2. My working enviroment is:
RH 7.0,    jdk 1.3,   tdk1.1.a9,  IE 5.0(chinese version)
