Looking at the same tarball, I see that there is a tdk/lib directory, 
which contains 6 JAR files necessary to run Tomcat.

When you create a new application by running newapp [appname], in the 
webapps directory there will be a directory with your application name. 
  When Tomcat starts, that directory will automatically be discovered as 
a new context.  Within the WEB-INF/lib directory, there should be 19 JAR 
files and a README.txt file - these JAR's are the ones necessary to run 
your application - including, but not limited to, Turbine, a couple of 
different XML parsers, and a handfull of different template engines.

The lib directory that you'r wondering about is under the tdk folder in 
that JAR.  When downloading other TDK's, you'll need to check first to 
see if it's going to create the top-level TDK directory - at least on 
the Windows ZIP archive it's gone back and forth - that /lib directory 
and its peers (/webapps, /bin, etc.) are sometimes in the root of the 
archive, and sometimes in /tdk/...

Anyhow, check /tdk/lib for those JAR files.
