No, I think this indicates that you have the jar files of an older
version of tomcat in your classpath.
The version of tomcat in the 1.1a9 is 3.2b7, and the
server.xml file matches that version. The 1.1a9 version
of the TDK has worked for many people, and it is tested
before we release it. If you have a version of tomcat on
your system then my guess is that it's in the classpath.
I think I might edit the tomcat startup script to
create a classpath solely for the TDK to prevent problems
like this.

There are no special requirements vis-a-vis Turbine and a
particular version of Tomcat. Turbine will run with any
servlet container. I believe it's a simple classpath
misconfiguration error.
