There is apparently some code which does this kind of thing (the
concatination and minification) in the pylons helpers package (as of a
couple weeks ago).

I'm still trying to figure out how the helpers library will fit in
with TurboGears users, but most of them should be usable (though some
depend on routes).  And others duplicate things we get from
ToscaWidgets.
