We have to weigh the convenience for the user to add comments/create a 
patch against the effort for the doc editors of integrating these 
contributions. Verifying comments/edits and bringing them into 
appropriate form can be a considerable task and currently we don't have 
many people who are doing this.

 From my experience with the wiki, I wouldn't over-emphasize the value 
of  an instant-comment/edit form. It seems that most users in the wiki 
don't bother to improve existing pages. What happens more often is that 
somebody writes up some info on a new page (and, if you're lucky, also 
maintains it afterwards). But still there are about a dozen useful 
non-spam comments every three months or so.

So I would prefer a form that automatically creates a ticket in trac 
(whether with or without a patch I don't care). But this would 
definitely would need a good spam proteecting from the start. We don't 
want to have to clean up hundreds of bogus trac tickets constantly.
