I just ran everything in a fresh virtualenv, and everything ran with
the exception of needing to easy_install repoze.tm2 from the index.

So, according to what I have tried

easy_install -i http://www.turbogears.org/2.0/downloads/1.9.7b1/index
tg.devtools
easy_install -i http://www.turbogears.org/2.0/downloads/1.9.7b1/index
repoze.tm2

should get you where you need to be.

Mark,
should repoze.tm2 be part of the deps?
