That's always a possibility. Testing will never be 100%. All we can do is
make a best effort. If we have test cases that show things working, then we
can close off the ticket with a reference to that case. After that, if the
problem returns, the individual who submits it can send us a test case that
shows the problem, and we can fix whatever the new problem is.

Between now and then, though, we will gain another couple of test cases,
improve our testing coverage, and generally be doing better, because of the
new test cases.
