I don't know that Guido had completely decided the answer and was just promoting an agenda. I can imagine how busy he is, and it would be hard for him to keep up with everything that's going on in Python web development (which has been quite a lot!). He certainly had preconceived notions of the *kinds* of things he wants, and that's not unusual. Or rather, it would be surprising if he didn't!
