I've been on python-hosting.com for several months, for part-time development of a web app with a friend. I believe it covers all your wish list. I'm not an expert in setting up sites, so I found it convenient to have svn and Trac installed for me. On the TG side, their admin panel set up a TG 0.8.8 install, so I installed my own version (despite not being expert), at 0.9a1 I think it was, then again at 0.9a4.
