I think this is going to be an issue sooner than later as TG is getting more and more the ability to swap pieces, for example SQLAlchemy with Ming or any template language, I personally would be weary of going the same rute as pyramid with paste templates because you end with a lot of templates to support each configuration combination. Perhaps something that can assemble the final template would be good, the current approach seems to work well in this case but as you say you need to have a whole new release to update configuration changes.
