I'm not sure I follow how it gets from the reply at [1] to giving any old
person with a CLA on file write access to our website?

That to me says you need to be a committer.  Fine to give anyone with a CLA
on file who asks write access to the separate TUSCANYWIKI space but I think
the actual project website needs to be more controlled than that.
