I finally got some time to poke at Tux Paint's GUI config a little more.
Please be kind, I'm not an FTLK or C++ programmer, and didn't understand
some of it... ;^)  I've also pretty much abandoned FLUID, so the ".fl" file
is out-of-date (perhaps we should just dump it?)


Anyway, notable changes:

  * Now writes all options (which are not default) out to the file

  * Saves config file to "~/.tuxpaintrc" on Linux, and "tuxpaint.cfg" on Win32

  * "About" text created; that tab is shown by default

  * "Apply" button gets activated in more situations (where it should)

  * "Language" pulldown option's labels (e.g., "English (British)") are
    mapped to the values used by "tuxpaint --lang ..." and the "lang=..."
    setting in Tux Paint (e.g., "british-english")


It's actually pretty close to done, not counting the following:

  * It doesn't _READ_ options from the config file yet!

  * Config file stuff needs cleanup on Mac OS X in general
    (both in Tux Paint and Tux Paint Config.)

  * Translations...

  * The "Default / Apply / Reset" buttons don't work quite how I want
