Shin-ichi has created RPMs for people to test, based on
Tux Paint 0.9.14 in CVS as of yesterday (err.. depending on where on the
planet you are :) )

Note that tuxpaint-config do not work on RedHat-6.2 due to lack 
of Xft library.

I think so too.
But, I do not know how to include recommendation about dependency 
on tuxpaint-config in tuxpaint RPM package, so I did nothing ;-)
