If I had to guess, I'd say it's more a reflection of FOX's relative
strength of schedule, the NFL and NASCAR contracts, and that the
station would get that extra hour of primetime for local news which
can really rake in the ad dollars.  And didn't NBC try that "get the
affiliates to pay the network" scheme that hacked off a number of
those affiliates?
