Start-up, maybe, but this is an existing NBC affiliate that presumably
already has an active news division.  The network swap should just
open up that hour of primetime for news with only a minimal expense.
It's the existing FOX affiliate that finds itself with NBC programming
and a news obligation that has me wondering.
