Because, with the possible exception of ads on CNBC and Bloomberg,
companies who advertise pay for their ads to run unaltered with no
bugs, crawls, or other distractions (I recall the networks who kept OJ
Simpson's infamous slow speed Bronco chase in the lower corner of the
screen during programing and advertising had to offer make-goods to
the sponsors). Personally, I still don't get why CNBC needs to have
the stock ticker when it is on a delay, which renders the numbers
useless for most investors.
