Then he is keeping the matter going by claiming he was misunderstood.
The only way to make it go away is apologize.

Every person entering public life is going to have shots taken at him
or her. Some shots will be justified; others won't. The cliched adages
apply: if you're in a hole, stop digging. It doesn't matter who
started the fight.

If Baldwin had insulted a specific person, I would agree with you. He
would have to apologize to that person and it would be up to that
person to judge the sincerity of the apology and decide whether or not
to accept it. And making that personal apology by way of a public
forum would be totally unacceptable.

But the public apology Baldwin made is part of public ritual and
sincerity is not as important. It's more akin to being asked, "How are
you doing?" and responding with the public ritual of, "I'm doing well"
rather than taking the questioner at his word and giving a long
description of everything that is going on.
