My impression, as a total outsider, is that affiliates have much less autonomy than they used to. It's now rare that network programs get preempted for something local, whether it's a sporting event, a make-good movie, or public affairs programming. I find it hard to believe that a station wouldn't do better on Saturday with a local team's game than with the usual reruns, but it doesn't happen in Pittsburgh anymore, and I assume we're not unique.
If one affiliate doesn't want to air Leno in his designated slot, the network can act tough, like they did with Boston.
