I think it has everything to do with the need to fill segments. At one
end of the spectrum, there are the starlets, who often have very
little to say. At the other end, there's Tom Hanks and his ilk, who
are, quite often, excellent guests. In the former case, it's a chance
to have them on, fill a segment, and maybe find a good guest for the
future; in the latter case, the guest probably doesn't want go through
the preparation and burn a good story or two if there's not something
in it, like plugging a movie, for him or her.
