Sure, but the scene you referenced (the Sontaran sniper in the industrial complex) takes place at an unspecified point in the future. Since we don't know how far ahead, there's a lot of room to write Mickey's evolution from the "Tin Dog" to the guy who convinces Martha to get married and become a freelance alien hunter.
Plus, TV in the UK doesn't have the same sort of stigma for actors that it does here in the US - look at how many series Helen Mirren did of "Prime Suspect"...
