Sly? Really? Granted, he's a moody bastard, but I don't think anyone would call the 7th Doctor the 'least popular'. I'd go with Colin Baker. (Although, for the record, Paul McGann got the boot the quickest - he was 'one and done' for the BBC/FOX movie as the 8th doctor.)
