I don't think there is such a thing as a disc only plan. All plans offer instant play, even the bare bones $4.95/month includes 2 hours of streaming a month. If you look at your queue and see a blue "play" box next to the title you can stream that movie or TV show. My problem with Netflix's streaming movies is that they remove movies periodically and the only warning they give is on the Instant Play queue. I know they have to remove some titles to comply with cable channels' airing of the movies. In general, though, they don't seem to have bandwidth restrictions or any other good reason to take a title out of instant Play and I wish they'd leave them there. -- TV or Not TV ....
