I don't think that happened this time. They have a commitment not to call a
state before the polls in that state close, and based on exit polling they
may have a pretty good idea of what they are going to do, but in the case
of a battleground state they really need to see actual votes from real
counties to match up against their exit polls and benchmarks before they
can feel confident in their projections. The did not declare Obama the
winner 15 minutes after the polls closed in Ohio - my notes are that NBC
called Ohio for Obama at 8:14 PM PT, which was I think almost 3 hours and
45 minutes after the polls closed in Ohio. The fact that the polls had
closed 14 minutes before out west did mean that once they called Ohio they
would also be able to project him as the Electoral College winner, but they
were not waiting for California, they were waiting for Hamilton county to
report enough votes to make it clear that Romney had no chance to overcome
his certain big lead in Cuyahoga County, where the vote count was slow, but
huge.
