In the current environment, it is perfectly acceptable to report that another outlet is reporting something, provided you identify that outlet. That said, it's spectacularly lazy and I would ask the editors who make that decision if they're willing to accept another editor's opinion without the knowledge to back that up. Because as you note, people don't give a rat's ass if you're just quoting another agency: they just know you're reporting it.
