You're right in the genesis of Torchwood that it shifted up the channels.
But to be honest, I think it was always a tricky beast. As it was a
spin-off from a very popular show amongst children, and one that airs at
teatime (6-7pm) for family viewing, there was always an awareness that a
sister programme would have a strong appeal amongst those younger viewers
who wouldn't want to miss the show. Yet Russell T Davies wanted to address
different issues including Captain Jack's sexuality.

So I'd never use that show as an example of how far the BBC would or
wouldn't go. It's true that a consideration for it's BBC1 outings probably
was necessary. But there were differences between Starz and BBC versions of
Miracle Day. And that would mainly be down to the different networks
wanting slightly different things from the series.

I must admit that I was very surprised last year when BBC1 co-produced
Hunted with Cinemax, since the other Cinemax shows I'd seen (Strikeback
co-produced with Sky One, and Banshee) have a "more relaxed" approach to
sex and nudity.
