Ad rules in the UK are complicated beast, and I won't get into them here except to say that 12 minutes an hour is probably the norm, with show promos on top of that.
But prime time ITV can do strange things, because the rules say that it's an "average" of 12 minutes an hour. So popular shows might get more minutes while others less as long as they average 12 minutes. We've even reached the point that a US import - Fargo springs to mind recently - runs to 65 minutes here because in that instance Channel 4 pumps more ads into it, and less into the surrounding ones. I must admit the idea that we run *more* minutes an hour than the US causes me much discomfort! And when you get to something like The X-Factor (British version coming soon to something called AXS in the US I believe. That sounds more like deodorant than a network - but what do I know?) will run pretty much any length they want - changing on a week by week basis.
