Based on this http://en.wikipedia.org/wiki/17th_Hollywood_Film_Awards which includes "August: Osage County," which didn't get a commercial release until two months later, I'd say they encompass any film released in the calendar year.
By the way, there is no Wikipedia entry for "Hollywood Film Awards." Make of that what you will.
