As I learned when I attended a taping of Top Gear US (back when thy still followed the format of the UK series and had a live audience), if you have a permit to film, a chase car or camera car can contain all the valid plates, registration, etc, which is why all the TG US cars driven by Adam, Tanner, and Rutledge have the Top Gear logo instead of actual license plates. There are also generic/fake plates that can be used, i.e. "2GAT123" which pops up everywhere from "LA Story" to the recent Harmontown "documentary."
