Canadian debates are normally audience-free, with one or several moderators/questioners.
For the last 20 years or so, the debate format has been set by a consortium of the major broadcasters. However, the Conservatives announced earlier this year that they would not participate in the Consortium debates this year (for reasons I'm not entirely sure of), so that has opened the door for others (such as Maclean's magazine, in this case) to organize them. So a debate that's more of a town-hall or Question Time approach might be possible at some point.
