In this case the Chappelle monologue is available in full on YouTube. In
the past, if WRAL censored something that meant the thing did not exist for
its audience. Now it takes very little effort to find an uncensored version
of that material. That in no way justifies the censorship, it just means
that it is becoming irrelevant to the audience.
