That's true. The TV contract between each network and the NFL states that local games get precedent in each market so the network can't switch games when a local team is playing. If the NFL let the network decide to switch in the case of LA games they would get to decide for any city's game and the owners do not want the networks to have that much power. -- -- TV or Not TV ....
