If there are traffic and parking problems in the neighborhoods around the sign due to tourists, then Warners' answer is to have all those cars park at the Warners' lot and take the aerial tram to view the site. So Warners provides the tram at no cost to the taxpayer but has a monopoly on access charging for parking and the tram ride plus souvenirs and concessions. A solution to a public problem isn't to hand access over to a private company. I don't know how close tourists actually want to get to the sign.
