While I can understand the mistaken thinking that says you have to explain the rules, it tends to talk down to those who already know, and doesn't really help those who don't want the condescension. Everyone has to "learn" a sport for the first time, and you do that by just watching it a lot.
Arlo White used to be a good presenter on Five Live, and Lee Dixon still does work for ITV in the UK. He does Champions' League coverage for ITV, and international fixtures including their World Cup coverage. He was also a pretty decent right back for Arsenal.
