The thing about TV is that ratings and demographics provide a good feedback
system. There are tons of cop-centric procedural shows on the air because
people watch them and become attached to their characters. Any producer
could propose a series where everyday citizens are the protagonists and the
police are their antagonists. That doesn't mean anybody is going to watch
it.
