It looks like you haven't gotten a lot of responses.  I don't have one of the 
cards but I can tell you that the Diect TV signal can't be used to test the 
card.  It isn't a DVB compliant signal.  It was developed before the DVB 
standards were developed.  Hughes based their system on the CLI  "Magnitude" 
line of encoders with some special programming for the conditional access.  
 
Also, the DBS signals aren't in the same frequency band as the C and KU band 
satellites.  
 
I'm wondering what signal you are trying to get.  According to Lyngsat.com 
there is no NOAA feed listed.  I also can't find any NOAA signal listed on 
their web site.  Whatever signal you want, the important part is that it is 
necessary to have to have the right satellite, polarity, frequency, symbol rate 
and all the rest to decode your signal.  Just being a little off any of these 
parameters will get you a blank screen.

I just purchased a Broadlogic 2030 DVB card. No software included.
Looking to test the card and found ProgDVB site for driver. However,
in addition to this software I think I may need a hardware driver for
the card. Wonder if someone out there knows what the startup procedure
is and where I could find the drivers. I plan to use the card for
receiving a NOAA feed on AMC-3 but can I test the system with a
standard DirecTV signal? I am using a 2.2 GHZ P4 machine with 1/2 gig ram.
