Possibly insurance purposes.  They are guaranteeing the certificate is
issued to a legitimate entity, not hackers trying to sign their
malicious software, and that is easier with businesses and
organisations that can be validated online in government databases. 

Due to privacy concerns, individuals are much harder to validate, even
if you are a government, we mostly prefer to remain as anonymous as
possible, excluding those using social media <g>  

Fortunately my company has a long history, being formed 35 years ago
and having the same domain and email for over 20 years, and we were
using private email 10 years earlier.
