This ascribes more power to Microsoft et al than they have, or at least
should have. TZDB, at least, tries to follow a different approach, which
describes rather than specifies how people and their clocks behave.
If Microsoft, TZ-DB, and/or CLDR choose to publish conflicting or ambiguous
names for the sake of trying to follow the letter of the law
TZDB's goal is to describe what people do, and legislation is often a
good way to figure that out. It is obviously not the only way. However,
when there is disagreement it's often a reasonable tiebreaker.
