No, but we should avoid the ambiguity anyway. In the not implausible scenario where Ontario, Oregon diverges from America/Denver it would be pretty confusing to name its new zone "America/Ontario" merely because we assume we'd never use that name for the like-named and much-larger Canadian province or California city.
