Sara, how is telnet running? Is xinetd or similar limiting who can connect?
Does Connect Failed message return immediately? perhaps the linux box cannot do a reverse lookup on the NT4 box? Try SSHing to the linux -- SSH is more likely to be configured for access out of the box.
