Just thinking through my fingers, could it be the data is being compared
character by character, not value by value?  Maybe if you did something
like:
        SELECT F.ACCOUNT WITH EVAL "ABS(BALANCE+0)" GT 0.01

Adding the +0 should force the contents of BALANCE to be numeric, not
character.
