This is handled by the UniVerse Resource Service. It has the main task of remaining attached to the system (and BASIC Catalog and NLS, where applicable) shared memory segments, so that Windows doesn't remove same when there are no other users attached to them. Since it doesn't have much else to do, it looks after login authentication, which nicely solves the single-threading of allocation of UniVerse user numbers (it uses the PID in any case).
As to the specific DLL or system call, I'm afraid you will need to ask IBM that question.
