What problem are we trying to fix at the moment?

It may be worth confirming again what does and does not work as there
have been lots of suggestions and I am no longer clear as to whether
some have made any difference and whether the DB itself is working...

I would drill in per other suggestions as follows:

Does the DB work? - Start a command prompt cd to an account and udt from
there.
What port is the UDT telnet service running on? Confirm by using netstat
that there is a listener running on the port.
Does telnet from the machine to itself work?
Are you using wIntegrate or SB Client? If so, prove whether MS Telnet
client works - I have seen on occasion that SB Client will not connect
yet MS Telnet will. (Although SB Client will then work once MS Telnet
has found a way through...)
Check whether telnetcfg.exe on the server end shows what you think it
should for the connections.
You indicate that the Windows firewall is perhaps a bit confused,
Microsoft's support pages have lots of answers about firewall settings
and debugging, so I'd definitely suggest using the log features and so
on...

It may be worth reiterating what other steps have been tried and the
successes or failures that these have had...
