You can create non-admin users that run UniVerse.

Make sure that

1. The user is defined in the UV.LOGINS file or is a local user with a
specified home directory that is a UniVerse account. Otherwise UniVerse
doesn't know where to place them as their initial account. See the 'Network
Services' section of the UniAdmin client for details.

2. The user has explicit 'log on locally' privileges. The telnet server
looks for that.

3. Otherwise it is probably directory permissions.
