This is the first time I have encountered a restriction on using CONCURRENT on Type 30 files.
It comes as quite a surprise, because 24x7 sites like the Ambulance Service need it. I suspect that the error on USING is a subsequent error from the first one. You should always be able to specify an alternative file system, against the possibility that there's not enough space on the current file system for the second copy of the file.
