I'm attempting to CATALOG from the CMD line and I get stuck on an error:

C:\CHRIS>CATALOG LFUTILS TEST_HARNESS5
CATALOG command line parsing error.

is this telling me that I physically cannot CATALOG a universe program from CMD 
line in windows?
